Herero dress is an unusual garment for African countries

Herero people who live in several countries of South Africa (Namibia, Botswana etc.) have a very unusual traditional dress. It is called Herero dress and it looks like a European dress from Victorian Era. I wonder if it’s not too hot to wear such garment in Africa…
And the headgear used with this dress is, even more, striking). It is a horn-shaped headdress made from rolled cloth very similar to cow horns. Herero people are cattle farmers (it's their main occupation), that's why they chose such a strange headgear.
